Chinese bank ICBC hit by ransomware attack

Hong Kong CNN —A US unit of the Industrial and Commercial Bank of China (ICBC) was hit by a ransomware attack this week that disrupted some of its systems, reportedly hitting liquidity in US Treasuries which may have contributed to a brief market sell-off on Thursday. ICBC Financial Services, which is headquartered in New York, said in a statement that the attack, which happened on Wednesday, had been reported to law enforcement. “We successfully cleared US Treasury trades executed Wednesday … and [repurchase agreements] financing trades done on Thursday,” it said in the statement. The Financial Times and Reuters quoted some market participants as saying trades going through ICBC were disrupted, which affected market liquidity. It’s unclear whether the incident contributed to the weak 30-year bond auction conducted by the US Treasury Thursday.

The bank asked the court to bar the New York Fed from terminating its master account, without which it said it "cannot effectively function as a depository institution." A spokesperson for the New York Fed declined to comment. Federal prosecutors dismissed a civil forfeiture complaint and returned $53 million in seized funds to the bank. The New York Fed in 2019 said it would stop approving master accounts for some Puerto Rican banks due to U.S. sanctions on Venezuela aimed at ousting socialist President Nicolas Maduro, Reuters reported at the time. The bank said its founder, Marcelino Bellosta, has lived in the United States and Europe for much of the last 25 years.

The NYPD responded to a Silicon Valley Bank branch in after a complaint about a "disorderly group." An NYPD spokesman told Insider that police responding didn't witness any crimes from those gathered. People had apparently gathered at the bank's New York branch to try to withdraw their money from the collapsing financial institution. When the NYPD responded, officers didn't witness any criminal acts, a spokesman for the New York Police Department told Insider. A representative for Silicon Valley Bank did not immediately respond to Insider's emailed request for comment on Friday.
A judge let New York ban guns in 'sensitive' locations, but called the underlying law legally 'doomed.' Gun lobbies are fighting the NY law, enacted after a June Supreme Court decision expanded gun rights. The law bans guns in "sensitive" places like Times Square, parks, theaters, and houses of worship, and re-tightens concealed carry permit restrictions that had been loosened by the Supreme Court in June. But in the Bruen case, the Supreme Court found any such limits on the right to "bear arms" unconstitutional. Both gun lobby groups promised to continue to fight the New York law.
